@jujubaca Please notice that there are two "d's" in address. You can address the subject and you can mention the subject but they have two different meanings.
Address in this context means to make a formal speech to. For example, "He addressed the union members at the convention."
Mention means to speak or write about, especially briefly or incidentally.
For example, "I mentioned your idea during the conversation."
"She mentioned that she was going to be five minutes late."

By "house", I'm assuming that you mean a legislative body like the House of Representatives here in the United States. In that case, "address" is correct but "mention" is not correct. That is because "addressing the House" is using this definition of address:
To make a formal speech to. For example, "He addressed the union members at the convention."
"To mention the house" is also correct but it has a totally different meaning.
