In meaning they're essentially identical. Saying add on can sometimes subtly imply that the thing being added is not necessary to what it was added to. In the specific case of 'added charges', both phrases tend to strongly connote a dishonest or otherwise unexpected fee. Using 'added on' in that example would usually mean the charges were higher than some previously expected number, where a plain added might refer to ordering room service at a hotel and charging it to your bill.
