Peruse is a verb, a little fancy way of saying you looked through something. "I perused the herbs." -> meaning you looked through the verbs.
And yes, it means the same thing as the sentence you wrote. But I would write "I took a look at the book you recommended me."

@minmin119 No, the second sentence isn't grammatically correct and the structure would apply in Japanese because of the SOV structure in Japanese.
But you can make it work in a way, you're going to want to change your tone and add filler when speaking it because it sounds weird neutrally.
I would say, "The book you recommended me, I took a look at it, by the way."
