"Spots" is less formal than "places".
"Seats" would be used in the situation where you are offering travel on an airplane or bus or similar vehicle, or attendance in an auditorium or theater where there is a reserved chair for each attendee, or individual software licenses.

Spots is a more broad way of saying seats, more so of an area. Places, is just general. Seats is designated seating.
