"This article references the website www.government.com" sounds more natural, but you can also say
"This article sources the website www.government.com." They essentially mean the same thing. :)
Also, even if you only have one reference/source, it's more common to submit another dedicated document known as a "bibliography," than to add the source at the bottom of your paper/assignment. But if you were instructed to list it at the bottom, please disregard this. 😅
