no, it's not nearly as rude. by saying "목소리 좀 낮춰주세요" or "목소리 좀 낮춰주시겠어요?" you're just asking them to lower their voice, not to shut up. it's a polite request unlike just straight up saying "닥쳐" or "닥치세요"... "닥쳐" is a rude expression so if you say this to someone you're not close to, you're pretty much asking to get into a fight, so if that's not your intention, i would only recommend using it with friends and in a joking tone, if you say it seriously it sounds disrespectful.
