“Какъв” to ask a general question:
Какъв цвят е телефонът ти? = What colour is your phone?
Какъв/кой е любимият ти цвят? = What is your favourite colour?
“Кой” to choose among a set of possible options:
Кой от тези цветове ти е любимият? Червен, зелен или син? = Which out of these colours is your favourite? Red, green, or blue?
Коя тениска ще купиш? Бялата или черната? = Which T-Shirt are you going to buy? The white or the black one?

It’s like they are asking “Which language do you speak (among all there are)?” That would be a general type of question. Imagine it like they have listed all the languages in the world for you to choose from and answer.
Another example is that they might ask you in a situation where they hear you speak in a language they can’t identify: “На какъв език говориш?” In this case it would be translated more like “What language are you speaking?”
I think “Какви езици говориш?” = Which languages do you speak? is the most commonly used.
I’ve heard people say “Кои езици говориш?” as well. That’s fine, especially if you give a few options afterwards.
Generally, “кой, коя, кое, кои” = “who”, “which” and “какъв, каква, какво, какви” = “what” (at times, “which”)
One extra example:
Какви приятели сте вие изобщо?! = What kind of friends you are even?!
Кои са твоите приятели? = Who are your friends?
Коя от тези две групи приятели е твоята? = Which one out of these two groups of friends is yours?
