as far as I know it's ok to have an accent on exam speaking. So if, say, a russian native pronounces "never" with a hard R then there is no mistake, yet if he pronounces "thanks" as "fanks" or "senks" due to the fact that there is no TH sound in Russian, then it is considered to be a mistake. Am I right?

Firstly, I'm not a proctor, administrator, or examiner for TOEFL or any other exam conductor. I as a native speaker believe "never" with a hard 'r' is not a mistake because it uses the SAME letter with a DIFFERENT accent. Similarly, I think "thanks" said as "fanks" or "senks" should be a mistake because it uses a DIFFERENT letter with a DIFFERENT accent.
