Sold out is having run out by selling something. Run out could mean that you've used everything and you've run out of it.

'Sold out' is usually used by shops when the item you what to purchase (with money) is not available in the stock.
'Run out' is usually used by an establishment whenever the item you have requested is no longer available (an item that can be purchased with money or a free item)
eg. You: I would like to buy a blue t-shirt.
SA: I'm sorry, we have sold out.
eg. You: I am here to collect a complementary voucher that they have advertised.
SA: I'm sorry, we have run out.
