You basically ask how you should say what you plan on saying. "How" you should say what refers to "what" you should say.
"What should I say?----How should I say it?"
Basically,
"I don't know what to say, and when I find out WHAT I should say, HOW should I say it/ Go about saying what I now that I know WHAT to say?"
