This not standard German.
"die übriggebliebenen (Stücke)" = the (pieces) left over
Sackerl = Austrian (or possibly Bavarian) dialect: diminutive of "Sack" (= bag made of cloth, sack), so little bag made of cloth
"Rausch" = state of being drunk
A "Rauschsackerl" appears to be a little bag distributed to young people in Austria as a part of a prevention program against drunk driving. At least this is what I found via Google.
Putting it all together, "die übriggebliebenen Rauschsackerl" = the little bags (belonging to this prevention program) that were left over
