Because : il a salué qui ? Nous
This is the rule of direct object complement with avoir
If the complement is before verb avoir you have to make the agreement with it

il y'a une règle qui dit " faire au passé composé suivi par un infintif est toujours invariable " par exp on dit " il les a fait sortir ". Par contre on dit " les blagues qu'il a faites" .
Mais dans le deuxième cas, nous est le COD du coup il faut accorder le participe passé "salué" avec nous , ce qui donne " il nous a salués".

non à chaque fois que le Cod vient avant le verbe au passé composé il faut accorder le participe passé avec the Cod ici on dit
Les blagues qu'il a faites
parceque avant de connaître le verb qui est " faire " au passé composé on sait déjà que le Cod est Les Blagues
donc il faut accorder le participe passé "fait" avec les blagues qui en féminin pluriel pour avoir "FAITES"
