Question about English (US)

According to dictionary "make fun of" is laugh at someone or to tease unkindly but could be it be friendly also? I read some text which says: "If you have died, who would make fun of me?" I highly doubt that this person wants to be laughed at or be teased unkindly if this "make fun of" is always negative
