Все три слова говорят о наличии чего либо.
Обладать: владение как материальными так и не материальными объектами
Примеры:
Я обладаю обширной коллекцией природных минералов. (материальное)
Я обладаю способностью к языкам. (нематериальное)
Наш следователь обладает особым чутьём.
располагать: обычно относится к нематериальному, за исключением денег
Примеры:
Я располагаю временем чтобы побеседовать с Вами более детально.
Я располагаю достаточным количеством денежных средств для инвестиций в Ваш проект.
Примечание:
"располагать" может использоваться в значении вызывать доверие и/или симпатию
Он легко располагает к себе людей. (т.е. человек вызывает в других чувство доверия/симпатии)
Овладеть: чаще всего тоже используется в отношении чего либо нематериального, но кроме того, данный глагол подразумевает приложение некоторых усилий, например изучение чего либо, в том числе используется в негативном контексте.
Он в совершенстве овладел техникой резьбы по камню.
Негатив:
Он овладел ею против её желания. (насилие)

@Jardinier тогда так и говорят "владеет колонией", а не государством

@Atoma просто приводить в пример иностранцу, изучающему язык, словосочетания, которые и раньше-то почти не использовались, а теперь тем более, не очень хорошая идея. Есть много хороших, распространённых вариантов использования слова "владеть"
