Question about English (US)

‎But all the books I've read emphasized that in typical Japanese companies, important decisions can take a long time because forming a company-wide *consensus is more important than making a management decision. I was led to believe that's what business life is in Japan.

Can the word "consensus" be replaced with "agreement" in this context?
