(1) but. In this sense they are the same and both of them can drop “是”:
他答应我们了，但(是)/可(是) 没有办到。He had promised us but failed to do it.
(2) 可是 can also be an Adv-phrase that emphasises the predicative following it. In this sense, “是” is 'to be' whilst “可” is the emphasizer. (“可” can also be used singly to emphasise other things following it)
他可是总统的儿子！He is the son of the president!
他可不知道。(It's sure that) he doesn't know.
