"I have been" means that the person has gone on a journey or journeys in the past. However, "I have gone" can refer to a journey the person has not yet returned from.
I have been to Tokyo before.
I have gone to Tokyo. I'll be back next year.

@snorkchop Well said. I’ve heard “I’ve gone to” before to describe a place a person has been in the past but it’s generally less commonly used than “I’ve been to”.
