We don't really use "cut out" when talking about internet connection.
These sound more natural:
"the internet connection got cut off"
"the internet connection is weak"
"there isn't any internet connection here."

For example, when you are talking on Skype and the call cut out/off?

I see, when that happens you would say, "sorry, I got cut off." or "I lost connection".
