"Tilted by emotions" works well with being drunk here. When you're drunk, the world sometimes seems tilted. But so do emotions - they're hard to control, and people act erratically. So, let's say he had an argument with his girlfriend, then got drunk. Now his emotions are adding to his instability, and he was more inclined to fight with anyone, especially an adversary.

We might need more context, but generally this means that an emotion is causing a bias in someone's (or group's) behaviour. It's typically an expression only used in literature, not really conversation (but most native English speakers would understand).
If a person is distraught, for example, they may not find humour in a silly joke. They are tilted be emotions.
If an audience at a stand-up comedy show are all laughing and excited, then they might also laugh if the comedian falls off the stage. The audience's response has been tilted by emotion.
Another similar expression is "coloured by emotions."
But it could also be used in deeper metaphorical context, so if you have an excerpt from literature, it may have other meaning.
