Replacing L or R sounds with a W is sometimes seen as "cutesy" "childish" or "uwu" speech. Children who are still practicing how to talk often pronounce words this way, so some people imitate it for this reason. It could also be imitating those with speech impediments.
"Pwease" = Please
"vewy" = very
Hewwo = Hello
etc

It means they have a speech impediment and can't pronounce the letter "L", or they're imitating someone with such a speech impediment.
