Разница заключается в том, что "что у тебя?" может обозначать:
1. Что у тебя случилось?
2. Что у тебя за вопрос ко мне?
3. Что у тебя происходит?
А "что у тебя есть?" может обозначать к примеру в диалоге
1. - Ты хочешь арбуз или дыню?
- А что у тебя есть?
2. - Я не знаю, в чём мне пойти на эту вечеринку, в костюме или свободной одежде?
- А что у тебя есть?

Если я хочу что-то пить в баре, надо говорить 《Что у тебя есть?》, а не 《Что у тебя?》. Правильно?

Если я совсем не знаю, what do you have. То есть в вопросе нет выборов, ещё нужно говорить 《Что у тебя есть?》, слово 《есть》 нужно, да?

"что у тебя?" несёт в себе неопределенность. как вариант так говорят когда переключают внимание на нового человека

Если вы интересуетесь, что есть в продаже, то надо спросить: «Что у вас есть?».
«У тебя» можно сказать знакомому человеку или ровеснику. Незнакомые мужчины чаще, чем женщины, обращаются друг к другу на «ты».
Но в баре вас интересует, что есть в заведении, а не у конкретного человека, поэтому «у вас».
