-하고 있다

it feels like listener imagine acting you are doing something and natural flow of sentence because there is just verb and words from old korean.

-하는 중이다
it's formal and written style more than -하고 있다 because there is 중 is words from old chinise(it feels like old latin to korean) and listener feels they are at the moment(the time what you are doing) or static state.


and just think -하고 있다(verb of end of sentence) in '하는 중(similar to 'the verb to noun')

-하고 있다 sentence 1 like she is running
-하는 중이다 is 'sentence 1+(는) 중이다' like she is being running.(it's just example for understanding, it's more similar to -하고 있는 중이다 in korean)
