Are”21st ABC H.S.”and ”21st Graduates ABC H.S.”both correct as logos for high school graduation gifts.
21st means the 21st graduate since the school was founded.

Do you mean that the school was founded 21 years ago? In terms of British education culture, it's not a familiar idea for British people. We don't tend to care about the 'graduates' of a high school or how many years it's been since the school opened. In the US, they use 'Graduating class of (year)'. I've seen this in the UK in the last 10 years too.
If you have to write how many years:
”Twenty-first ABC H.S. Graduation” sounds ok to me.
