Reluctant and hesitant are synonyms (they're different words meaning basically the same thing)
There is a little bit of a difference between reluctant and hesitant though. They both mean "lacking the will or desire to do something indicated", but hesitant leans more into implying or hinting that it "holds back due to fear or uncertainty".
