Sim. É comum falar uma frase afirmativa e depois dizer "não" para deixar negativa:
"Isso é legal não"
"Gostei não"
"É comum não"
Outro jeito é dizer "não ... não":
"Isso não é legal não"
"Não gostei não"
Não é comum não"
Ou só dizer a frase do jeito "simples":
"Isso não é legal"
"Não gostei"
"Não é comum"

Creo que " Não é normal" o "não é normal não!"
Se oye : "É normal não!", pero, a mí... a mí me parece que las dos primeras suenan mejor, com más frecuencia.

É apenas uma ordem diferente da frase, mas continua correto, você pode fazer isso com praticamente qualquer frase:
- Eu fui na padaria.
- Na padaria eu fui.
- Fui eu na padaria.
- Você não disse nada desde que chegou.
- Desde que chegou você não disse nada.
- Isso não parece certo.
- Certo isso não parece.
- Não parece certo isso.
Dependendo da frase inverter a ordem pode dar um tom mais informal e engraçado, sério e formal ou até mesmo não mudar nada.

A forma mais comum é aquela de SUJEITO (S) + VERBO (V)+ PREDICADO(P)
Exemplo:
Eu (S) comi (V) um bolo (P).
Eu comi um bolo.
Ele comprou um sapato.
Maria saiu de casa.
É conhecido como Ordem Direta e é a mais usada.
Pode-se usar:
Um bolo, eu comi.
Um sapato, eu comprei,
Não é tão usual, mas está correto.
Soa mais natural a ordem direta, mas se pode usar sim a ordem indireta.
Quando se fala: Eu comprei um bolo, eu enfatizo o SUJEITO
EU comprei um bolo.
Quando se fala: UM BOLO, eu comprei., eu enfatizo o PREDICADO, que, neste caso, é BOLO.
