Question about English (US)

the pick of the litter

when I search "litter" in the dictionary, it says "a dirty or messy group"
But why do you call "the pick of the little" the best person out of a group?
Does "the pick of the little" have some negative nuance?

If you were called "the pick of the little", how do you feel?
