Question about English (US)

The question is to complete the sentence by rewriting it in either the past tense or the past progressive.

I < >(carry) a heavy bag with all my school things, and I < >(broke)my glasses.

Answer: was carrying,broke

In these questions, I am not quite sure whether I should use the past tense or the past progressive tense.
For example, I don't think it is a strange sentence if the first one is "I carried a heavy bag ~".
How should I think about it?
