When we talk to strangers that seem younger than our parents but not young enough for us to call them พี่, which do we address them as, น้า or อา?

you can use both,but if they're father's friends we call อา and if they're mother's friends we call น้า

Generally for strangers, I would say I compare their age with mine. I always call them พี่ if they look older than me not that much e.g. +15 yrs but if they seem much older than me I call them คุณลุง or คุณป้า.
น้า and อา for me I rarely use it to call stranger. I use this word for relatives.

I am not sure you misunderstanding me or you really ask another question lol
what i said was : use น้า for mom's friend (who is also younger than ur mom)
and อา for dad's friend
as Khun Hey mentioned
and to new question I think it is not too polite to use คุณ (who is older than to call พี่)
because I can't recall other neutral word lol
