exact is incorrect. exactly is correct.
That is what I want to say exactly. .. exactly can be placed anywhere, really. 😅
“say exactly” … exactly is 修飾語 for say (verb) therefore, it need to be an adverb.

"That's exact what I want to say" is grammatically incorrect. "Exactly" is the correct word. "Exact" would work if you said "That's the exact thing I want to say"
