The ～ている form is close to the perfect tense, which focuses whether it has been occcured or not.
～た just say about a past event.
So, to talk about several events in a past timeline, ～た is used.
And ～ている is mainly used to compare events in different times (past and now, past and another past, etc.)

私は運転免許を取っている（past）ので、代わりに運転しよう。(now)
