@polychromatic As far as I know, there isn't a technical name for it. However, it's understood as "about, regarding to, or with reference to, etc."

@polychromatic Well, thankfully "Re:" is usually written at the top of the memo or letter, stating what the subject of the letter is. So I suppose you could call it a "header" (eg. at the top or the head of the letter).
Okay, that'll be my last word on this matter.
