did is Past tense so its implying that whatever the government must do, must already be done.
do is Present tense so its implying that the government must start doing something even if whatever they are doing is not done.

@reinun Grammar is correct in the 2nd. Native speakers do use both.
"It’s time FOR the government to do something about the problem"
in the 1st sentence I would add the word "for" just like seen above (but not capitalized of course)
