体を支える軸となる脚が揺れるように政策が揺れる(=安定していない;ころころ変わる)という事です。バスケットボールをイメージして下さい。一本の脚を軸としてもう一つの脚を色々動かすでしょう？
絶対に軸となっている脚だけは動かさない。つまり、基本となるものだけは変えてはならない。それを変えるといい政策なんて、いつまで経ってもできませんよ、という意味です。
つまり、どんな方針で行くのかという、しっかりとした事を決めなくては、良い結果は生まれませんよ、という意味です。
常に優先順位を考えて行動に移す事が大切だという意味でもあります。

片一方の足が軸足です。この軸足は動かさず、もう一方の足は動いている。軸足は絶対に動かしてはならない、という事です。
軸足が揺れると、何をしようとしているのか、基本が分からなくなる。
政策の軸足が揺れるとは、何を一番したいのかを初めからきちんと決めていないから、一貫性のある政策が打ち出せず、その為、いい結果が出ないと言っているんです。
