rope-a-dope means to trick someone (a dope / foolish person) in some way. It comes from boxing: https://en.wikipedia.org/wiki/Rope-a-dope. It's use here is strange. "dope" can be used to refer to different drugs but I think most of the time it's used to refer to marijuana , which I am guessing is the case here.
come most mornings = most of the time when it becomes morning
come most weekends I'm usually tired from work = by the time the weekend rolls around I am usually tired from work = when the weekend hits I am usually tired from work
