I think the translation in the question box ” 寒いの時窓を開けません” should be "寒い時は窓を開けません".
Then I am imagining this conversation is being held between friends in a warm room.
Then, 寒い時は窓を開けません means " I don't/won't open the window when it's cold outside." (=They know/are sure it is cold outside.)
寒かったら窓を開けません means " I don't/won't open the window if it's cold." (They don't know if it is cold outside or not.)

I understand fundamentally that both mean "I don't open the window when it is cold," but I want to understand the nuance between using the ら conditional versus 時.

@funfunfun I realized right after I submitted the question that it should be 「寒い時は」and made an edit. Thanks for confirming my suspicion and thanks for the explanation of the differences.
