Question about English (US)

Can I say:
Is the temperature controller operating properly at 10℃ above the designed value?

Or, should I say:
Is the temperature controller operating properly when the room temperature is 10℃ above the design temperature?
I want to use "designed value" and keep the sentence short if at all possible.
