Porque se utiliza para la descripción de un estado, aquí del capítulo. "Este capítulo está en inglés": Nos dice en qué lengua está escrito. "Este capítulo es inglés": El capítulo no tiene nacionalidad, aunque puedes oírlo como extensión por la nacionalidad de su autor, un escritor inglés pero no aplicable otro anglófono puesto que con el verbo Ser hacemos referencia a la nacionalidad inglesa y no a la lengua inglesa.
"Este capítulo es en inglés": Incorrecto.

Hallo Monika!
El verbo SER se utiliza para referirnos a la esencia de una persona, animal o cosa, a aquello que lo caracteriza. Ejemplo: Mi perro normalmente 'es' muy tranquilo pero ahora 'está' nervioso porque hemos entrado en la consulta del veterinario.
Como ves el verbo ESTAR indica estados concretos, no permanentes que no afectan a la esencia del animal, cosa o persona.
Así cuando digo: "El idioma que utilizo ES el español", hace referencia a la esencia del idioma, a lo que es. Está español no tiene sentido porque no es momentáneo, como por ejemplo ahora está español y después estará italiano.

De la misma manera "La mesa Es de madera" y "La silla ES roja". Por ejemplo: Mi hija ayer 'estaba' roja porque tenia fiebre. Es decir, mi hija no ES (siempre) roja, sólo lo estaba ayer por la fiebre.
Otro ejemplo: La silla roja 'está' rota. Ahora está rota, antes no lo estaba.
Es importante diferenciar, por ejemplo, entre una persona que ES alegre y una persona que ESTÁ alegre (temporal/circunstancial).

Ciertamente es difícil diferenciar el uso entre el Ser y el Estar, Monika. Al final, como en la mayoría de idiomas, hay cosas que se consiguen más por intuición resultado de la experiencia y el ensayo-error.
Tomando tu ejemplo:
"Este capítulo 'es' de Química orgánica": sea en el idioma que sea, aunque lo traduzcan al aleman, continuará siendo de Química orgánica.
"Este capítulo 'está' en inglés": Aunque traduzcas el capítulo al aleman, 'es' de Química orgánica pero entonces 'estará' en aleman.
Si cambias el contenido del capítulo y hablas de Física, ya no 'es' de Química orgánica, sino que ahora 'es' un capítulo de Física.
