Same!
For me 누구와 sounds more like a written/formal expression, while 누구랑 sounds more like a spoken/casual expression!
But basically they have the same meaning, and you can use them in both a written/formal and a spoken/casual form!

@bambibambi actually, Korean grammar requires what you mentioned in the first paragraph (I'm telling you as the student who studies Korean linguistics). However, in reality, Koreans interchange both :) It's a fun fact about loads of things in Korean. It's often said to be spoken a certain way, but in reality it's different/it doesn't matter.
