No, locals kinda shouldn't speak with other locals they don't already know. Doesn't apply to tourist and people are quite willing to speak if you are conversation starting one. Not as people have many people to speak normally anyway

It's perfectly fine to speak with locals if you're a tourist here. If you have something to ask, don't hesitate to do so! Just keep in mind that Finns can be a bit shy about speaking English 😅

@Doreo Finland has a strong culture of shame - if you can't do something perfectly, you risk yourself to ridicule. Of course, this isn't true for everyone, but I feel that's where it stems from for a lot of people here 🙂
