It's basically the same word, but 'ontmoeten' is more common I think, I mean, I've literally never used the word 'treffen', but I've heard older people using it more often than younger people

Ontmoeten is 'to meet'.
Treffen is more like 'to come across', 2 things/persons end up in the same spot.
You can also say 'De kogel treft zijn doelwit.' which means "The bullet hits its target."
