they both mean the same thing, he's not at work but 'office' assumes specifics about his workplace whilst 'work' means his job could be anywhere like a garage or zoo

You are more likely to hear/use the second option from/as a colleague when asked in the same workplace
The first would be a more general remark heard outside of his place of work
