It's the same. The second one would be pronounced "on July 4th" even though it's not written that way.

"July 4" is grammatically incorrect. We only say "On July 4th"

@HectorABC Hmm. It depends. If it's a character speaking, or if you're talking about the holiday, write July 4th.
If you're specifying a year, or just giving the date (like a diary entry), write July 4.
