An event that is happening is an event that is happening now.
An event that 'happened' is an event that happened in the past.
'There is an event happened' sounds very unnatural.
An event happened yesterday.
An event happened last week.

The use of the word "usual" or "usually" means that an event is expected to happen in a given time period.
Do you mean that a certain event is expected to happen every weekend? Or is it expected to happen during a certain weekend of a given month or every month? Or a certain weekend in a year?
The simplest answer to your additional question is that #1 an event is expected to happen and is yet to happen (future event) and #2 the event expected to happen already happened (past event).
