All is not an exact or minimum number and can include two. It's simply everything in sight or being discussed.

"Both" can only be about two things.
"All" is about the whole of a group. If the group has 2, that means 2.
Look at some examples:
1) There are two bananas.
- I ate both of the bananas. = I ate two bananas.
- I ate all the bananas. = I ate two bananas. (The whole group of bananas)
2) There are 10 oranges.
- I ate both of the oranges. ❌
- I ate all the oranges. = I ate 10 oranges. (The whole group of oranges)
