an aside: a character speaks to the viewer and the characters around them don't realize it
a voice over: an unseen narrator speaks while the camera is viewing something else

@studiousboy The person is a narrator. The things they say could be referred to collectively as a voice over.

@studiousboy Not really.If you say "x was the voice over" people will understand you, but it would be better to say "x did the voice over"
