If you say, “it’s advisable to wear your seatbelt while driving,” it sounds like you are just giving a general suggestion. When I hear “it’s advised to wear your seatbelt while driving,” it sounds like somebody specific gave this instruction. In many cases they are interchangeable but that’s the nuance to my ears. I hope this helps!
