CAN SOMEBODY…? means it’s possible, even used to ask for a favor. (e.g., Can someone pass me the salt please?)
CAN ANYONE…? expresses a doubt as if I don’t think or know that’s even possible (e.g., Can anyone pick me up at this late hour?)
So the meaning is up to you and sometimes people use them interchangeably.
