@SaltyPotatoChips That depends. For a newspaper or official document, yes, definitely use the 1st. If you're writing for a character who would speak like #2 in a novel though, that would be okay, since that's just how they speak.

Yes, they can be used the same way. The nuance is that the 1st is more grammatically correct. "I will bet" vs "I bet" usually sounds better, but either would be fine.
