"When to marry" makes sense, but it's somewhat old-fashioned. Generally modern speakers would say "when to get married," but it depends on the context of the rest of the sentence.

I would say "It's hard to know when to get married" is the most natural, although "judge" could be used also, if you're talking about someone trying to be very logical about the best time to get married. "Find" and "see" don't work for this sentence. "See" could work in a similar sentence, though: you could say "It's hard to see when we could get married," to mean "I think it would be difficult for us to find a time to get married," or "I don't think it will be possible for us to get married soon."
