There are many meanings for the word “raw”. Most of the time it is used to describe food. In this case,
raw = uncooked
If you are very cold, you can say you are “freezing”

I understand. This is a special case. Raw can mean “very cold” only when talking about weather.
For example,
It is correct to say “a raw wind blew across the mountains,” but it is wrong to say “the snow makes me raw.” You would instead say, “the snow makes me very cold.”
